It's quite peculiar for 1% 4k7 resistors to be measured on their low end tolerance (4k65) where all other resistors are measured right on their nominal value..!!

Those are not "measured" resistors. They are actual 4K65 1% resistors. That's just the Spaceman quirk. If there's a 132.5pF capacitor in existence, in any abundant quantity, at some point it will show up in their builds.

Sometimes yes, sometimes no. Lately, generally no. I tend to roll with the standard values i.e. 4k7 for 4k65, 1k2 for 1k21, 3k9 for 3k95 etc. It doesn't make one iota of difference, other than reinforcing anal contentness.
