Question about encoder/potentiometer on Tc Helicon Voiceworks

Hello everyone i have a question. On my Tc Helicon Voiceworks Harmony correction effects unit. The Wheel knob is not working. Im going to unsolder the potentiometer but  i dont see any readings on It. Is there a way to know the value or if its a pot or encoder? It does not stop spining so i asume its an encoder but im not really into digital pedals so i dont know if i can replace It with any encoder of any valuebor if It needs something specific.
