3pdt switch question

I have put a 3pdt switch in a ABY box I made. The box has two switches on it. When I step on one it clicks and the LED lights up. When I step on the other it does not click the other LED lights up momentarily and then shuts off as soon as you get to take your foot off the switch. What I need to find out is do I have a faulty switch or did I accidentally install a momentary off on switch. Is there anyway to find out?

You could unplug the device from power supply.
And use your meters continuity beeper to test the switching.
Ma throats as dry as an overcooked kipper.

Momentary 3PDT switches are identical to latching, but with one difference: the little rocker contacts inside have a particular bend to them that prevents them from coming to rest on "the other side".  It's illustrated in this video.  It is possible to convert a momentary to a latching type by carefuly bending the rocker contact to the "banana" shape.  I've done it and it works.
