Is 100 - 150mV peak-to-peak ripple acceptable for pedal power supplies?

Sorry for the stupid question. I don't know why I saw it that way yesterday. I guess I need to have a more regular sleep pattern now. 

It's not such a silly question.   Regulators survive power up "shorts" into the discharged caps because the regulators have a built-in current limit.  The regulators can handle it so to speak.    That's not true with all circuits and some circuits can actually fail after a while because they are driving too much capacitance and the start-up current surges damage the semiconductors over time.

I'm not sure I understand your question.

I presume OP is confused with power plug "conventional" orientation (commercially center possitive vs pedal center negative)
