Incorrect Voltage Readings: Aion Refractor KTR

Picked up this kit: cannot wait to hear. The instructions are well written and easy to use but it's just not working properly. I was super careful with diodes (which all show good continuity). In bypass mode the guitar plays like normal. When engaged, It's just a loud 60hz distortion hum that changes tone when I sweep the dials. Light comes on. Any help is greatly appreciated.

Possible Problem: I am getting inaccurate readings on my multimeter and basically nothing on IC3.

Your IC1 voltages show that there's no 9V power (should be 0V and 9V on pins 4 and 8 ). That probably means there's something wrong around the TC1044 charge pump chip (IC3). Until the power is fixed, whether the rest of it works is unknown. You might well find that once you get the power sorted, the rest of it comes to life.

<edit: said 18V, but IC1 runs on 9V, sorry - now corrected>

Definitely a power problem, you should have +9V on pin 8 of IC1, IC2 and on pins 1 & 8 of IC3.

Start by insulating the back of the Tone pot with some electrical tape, the metal casing could be shorting pins on the solder side of the PCB.  Then trace the +9V supply from the battery jack inward, point to point.  It's getting as far as the LED but not to IC1 or IC3.   

<edit: IC2 gets +18v on pin 8, not +9v, as well as -9v on pin 4, both from IC3, my error. >
