Help with a simple breadboard circuit

Hi

I have tried to build up the following simple eurorack clock divider on a breadboard - but am doing something wrong.

Would a helpful soul maybe help draw it up for me on a breadboard layout or just as a sketch?

To be honest I don't think I understand how to wire up the transistor. The loop around that confuses me. Hope that makes sense?

what's the one rule of cmos circuits? all inputs MUST be tied to a logic level. and your reset pin (11) is an input, it must be sent high to reset all outputs, and held low for any counting to happen. just tie it to ground and you might get some happenings.
