CAN I USE MN3207 INSTEAD OF MN3007 TO BUILD CE-2 CHORUS

MN3007 works on (up to) -15V DC
MN3207 works on (up to) -5V DC

Most likely. But on Aion's of PedalPCB's schematics, I didn't see any voltage divider for 9V pins. Its max voltage rating is ~11 and works between 4 to 10, here says.
