op amp muff voltage issues

Hey, I have sort of a weird issue going on voltage-wise with IC2 (741) of an op amp muff build. My boards are 100% fine, I've built successfully with them before but the one I just built gives me wonky voltages. IC1 looks to be fine, 4.5v on all correct pins. One thing of note, I'm getting 4.5v to sustain wiper, but out of the 4.7 cap positive side I get a voltage that slowly drops from about 3.8v and rests at around 3.1 eventually. This voltage goes to pin 2 of IC2 and I'm not sure what's going on there. in addition, once IC2 is installed, I get 8.1v on pin 6 which I know isn't right. pin 2/6 follow each others voltages and they should be sitting around 4.5v. When IC2 is removed there's no voltage on pin 6 as expected. The board has been checked for solder bridges and faults and I can't find anything visible, though I know it's an error on my part somewhere since the boards have functioned in the past. I swapped a bunch of IC1 and IC2 chips and no change.

My pcb IC2:

1 - NA
2 - comes down from 3.8 to 3.1v over a period of about 45-60 seconds
3 - 4.5v
4 - 0
5 - NA
6 - 8.1v (know this is wrong)
7 - 9.3v
8 - NA
