Yes, you can treat each stage as you would a inverting op-amp, i.e. feedback resistor and input resistor.  The gain of each inverter is also low enough to simply use a feedback resistor on its own for subsequent stages - the previous inverter's output resistance (whatever that may be) acting as the 'input resistor'.  

Inverters have high output impedance, which will increase as supply voltage is lowered, so you'll often see large value feedback resistors used in these circuits.
