Dr. Quack questions

Just built the Dr. Quack and am having some problems. No Quack at all. The LED coming off of Pin 1 of the Op-amp is not lighting up, should it be? And there is no voltage at all on Q2. Also I am using a J201 for Q1 is that OK?
I have checked and rechecked and can't find anything wrong. Any suggestions guys?

is power getting to the correct pins on the opamp?
