Well shoot I was hoping someone else would try to answer this but I will give it a shot.
I am not sure which of these will do it all....in fact I am prettys uire none will do it all...but...
For printing out boards from GGG I use LView Pro. I also use this when I use JD's graohics to create a board layout.
To be able to change file formats without loss the program Ultimate Paint works real well.
I have alos used a program called print Key 2000. This program can take a 'picture' of anything your computer can display.....
Anyway you asked about re-sizing......Ok in Paint you can resize using Image>Attributes>Then change the width and height using (Inches, Centimeter, or Pixels....the trouble with this is you can't change the width and have the heighth automaticaly chnage it value accordingly...AT least as far as I can tell. So that presents a problem. I was lucky enough to have a friend with Photoshop and he was helpful enough to resize within that and get my some of the second half equations....These are all for the pixel setting.
Try these and see if they help...if not my appologies...
I am not sure which ones are larger and which are smaller...gonna have to fool with it yourself...
1300X1777, 1600X2187, 2250X3075, 1500X2050,
1800 or 1860 (not sure what my spelling says)X2460.
Give these a try...if they help cool if not I am sorry but it is all I can do.Perhaps someone else with a better porgram can determine some more of these ratios....Using this method there is no loss in picture quality or so I have been told and seems to be true...
Ok best of luck hope some of this helps somehow!!!

A 'brute force' method I have used, is to print out on a page (using 'fit to page' on the printer.)
OK that gives you soething too big.. then I go to the local copy shop & photocopy it on a variable size copier, remembering to take along a chip so I can see when the pin spacing is right!
Laugh if you must, i did it & it worked!! LO-TECH RULES!
then I got the guy to copy onto PnP & the tears started.. but that is another story..
