I've been coming across words that I should know but I don't. I'm wondering if there's a compendium of sorts of audio definitons relating specifically to DIY effects building? For example, I don't know what a buffer or a tone stack is or does. I thought the Wiki link at the top might provide some help but the link is dead. What do you all think? Is there something like this in existence already?

Try typing the word(s) in question into a variety of search engines including Webster's Dictionary.
The one at GEOFEX can show the words in question used in articles that may be explanatory.
Many are covered in the DIY FAQ.

The only problem with Webster is that he gives the strictest of answers. For example, when looking up "Buffer" I get 5 results. After weeding out the painfully unobvious answers, I come to this definition:

"3 : something that serves as a protective barrier: as a : BUFFER STATE "

So a buffer will protect something. This doesn't tell me how a buffer applies to building effects. :)

If we had a central place for these terms, we could explain how it pertains specifically to effects building and maybe even show a buffer in different circuits or something.

Aron, am I sensing sarcasm? I swear, i didn't see anything like it on the wiki! Sorry if I'm overlooking the painfully obvious.

Did you read the Basic Buffer Article I linked to?
If that doesn't explain it I don't know what does.
