fuzz face debug probs

Hi guys,
i am having a problem getting my pnp, negative ground fuzz face to work. I have no sound coming through (exept for a buzz that gets louder as I touch the solder)
my volts are
Q1
c 0.15
b 0.18
e 0.20

Q2
c 0.04
b 0.10
e 0.09

I am not sure if i have measured the voltages correctly- the DMM was a 2nd hand gift, and doesnt have an instruction book. it measures reistance and hfe, so i am dead positive the DMM is not at fault. I tested the voltage on the "200 M" setting. Is this right?

you should definately have ~9 volts on the emitter of Q1.  

Is the batery hooked up ?

Test a battery with the DMM [~9v ??]
 Then make a divider...two 12k resistors in series, connect the ends of the 2 resistor ckt to the pos and neg of the battery...if the DMM is right you should see around 4.5v tapping from neg battery to the junction of the two R's with the DMM...
  IF these are the actual Pin voltages...neither transistor will work...then I would look for simple miswire
