repairing phase 90

well i ordered my parts and got them from smallbear today. I'm pluggin away at this pedal trying to get it all connected properly. Anyone that has one of these I was wondering if the LED is supposed to blink at the rate you have selected with the knob...I'm wondering if thats what I'm going for because i bought this thing dead and im trying to get it going. Any help?

All of the builds I've seen do not have flashing leds.  The  LED is on when the effect is engaged - like most commercial pedals.
