grounding problem?

sometime with some of my modulation effects that i've built i get a ground buzz of the effect when it is bypassed, almost like it's not true bypass but it is.... is there something more i should do to ground these type of effects that i might not have to on others? it does it on my tremulus lune and my maestro s/h....
