Anyone know of an ic that can generate four randomly varying voltages. I was thinking of geting a multi- color led (mouser # 604-lf59ebgbw) and having it randomly cycle through colors while a pedal is engaged.

Sure. There's the Microchips 12F629 ($1.00 and change) will do that nicely.
