I was toying around with one of these flangers (messing with the regeneration and clock trimpot) when I set the PCB back into the enclosure and it stopped working.  I probably shouldn't have been handling it so carelessly (it was still plugged in).  I'm thinking that something with the FET switching is dead.  The effect will not engage or will the LED light up despite having a good battery in it.  I wish the switching was mechanical.  Much easier to trouble shoot.   It's either that, an open circuit, or a short.  I'm going to check on the obvious stuff and come back to see what any of you guys can think of.

a lot of the time with Boss pedals it's a case of a wire coming loose from the board or from the connector/pot end.
