germanium fuzz issues

Im trying to build a simple fuzz face pedal and i think i have it correctly but its very low volume and i dont think its clipping anything,
this is the schematic,

the 33 Kis 47 K
the 330 or 470 is 1.5 K
the 20 cap is 22
the 0.01 cap is a 0.47

everything else is as written, the battery is reading just under 9V,
Q1=2SB75
e-really nothing
b-almost nothing,
c- .5 V

Q2=2SB75
e-same as battery
b-.5 V
c-.5 V

i think this is really weird, but i have no idea whats going on, thanks in advance for any help!
