Can filter caps do this?

I've been having problems with my practice amp lately.  However, I have been quite lazy and have not approached them.  But that time is up!

Pretty much, after playing for a while, I get loud 60 cycle hum.  I figured that this is probably busted filter caps.  However, accumpanying this is a "buzz" or rattle when I play low notes.  I figured this had something to do with my speaker, but I used the external speaker jack today, and it happened with that one too, so it can't be that.  This sound is comming from inside the amp.  Weird.  Any ideas?

Its a small solid state amp, I think crate GRX-15 or something like that.

Yep, bad filter caps is one possible explanation.

Is it a tube amp?

It sounds like something is getting hot inside and when it does, the hum starts.

I had a CRO (of all things) that went similar to this, one leg of a filter cap had broken loose & made intermittent contact.
