Question about caps in power section of NTMB bass preamp

In the power section of the NTMB bass preamp, there are two 22uF capacitors in series between +9v and ground, in parallel with the vRef voltage divider resistors.

As this is a battery-powered circuit, I'm assuming these aren't used for supply filtering, leaving me wondering exactly what they're doing. Are they there to "stiffen" the transient response of the circuit by delivering high instantaneous peak currents, or some such?

Also, as these are in series across 9-18vdc, if they're both rated for 10v, they'll be ok up to 18v, right?

Hopefully someone can shed some light for me.

I'd say you're on the right trail. Those voltage ratings sound reasonable.
