Denoted cut track

What does 'Denoted cut track' mean? i found it in a perf layout.

I think it's used on veroboard layouts to indicate where the trace is cut.  On the veroboards, every point on a single row is connected.  By cutting the traces in certain spots, more circuit can fit on a smaller board.
Was it like the red dots on this layout? (click for bigger pic)
