EH Pulsar: fix for Tonepad layout mistake mentioned in build reports

In the build reports of the Pulsar at Tonepad someone posted a solution in the build reports that fixes a small layout mistake.
The fix corrects the working of the rate pot.
I justed did the fix and it seems to work fine.
