EH Memory Man reissue problems

i got hold of a damaged reissue memory man it ( MN3008 memory chips). It was faulty and I got it as part of a swap because I thought
I could fix it. I'm having a few problems though.

I get a distorted, blatty sound on the echo's which is most noticeable on the short delay times getting progressively less noticable as the delay time is
increased, It's also more noticable on the bass notes. At sometime the the opamps have been changed to NE5532 as I understand that EH uses 4558's
from other memory man posts in the forum.

I think the rest of it is stock - it looks pretty new.

Any ideas?
