scrambler help (please)

Good evening!  I'm new to DIY and have several builds under my belt, all on perfboard.  I still don't really understand most of the concepts of whats going on, and have trouble w/ schematics.  This is why I'm having so much trouble figuring out whats wrong w/ this scrambler (from GGG).  On perf layouts, I can follow the basic jist of whats going on, but I really dont know whats doing what on this PCB.  The bypassed signal is fine, but when engaged nothing.  I have checked all polarity issues, grounds, wiring, and have no clue.  Pleease help.

Q1: E= 3.2v
      B= .2V
      C= 9V

Q2: E=.2V
      B=.3V
      C= 2.2V

Q3: E=3V
      B= .5V
      C= 9V

Q4: E=3V
      B= .6V
      C= 8.2V
