taiwanese ross phaser- volume drop

I just got a Ross Phaser from eBay.  It's one of the black taiwanese models.  Whenever the pedal is in bypass, my guitar signal comes out fine, but when the effect is engaged, my signal drops down to an almost inaudible hush.  If my amp is cranked to 10, you can here the phaser is indeed working, but it's still almost impossible to hear anything. 

I've never done anything DIY so forgive me for my lack of knowledge.  I took the phaser apart to see if there were any loose connections and everything seems to be in working order....what gives?  any help would be appreciated.

Congratulations!  Nice pedal.  Let's just first verify that everything the needs +9v is getting it.  If you have, or can get a meter, you should be able to see +9v, or close to it, at pin 11 of the chips that say LM13600, and at pin 8 of the smaller chip.
