i want something that can give the super clean style noises acheived in the paranoid android solo section by the mutronics but without having to shell out heaps of money.

I'm also not intrested in building a synth style project out of several lfo's and vcf's.
I heard the uglyface is supposed to be a good bet, but its essentially a fuzz pedal and the paranoid android solo sounds really clean but sort of wobbly synthy.

Would two envelope filters in series and an expression pedal to control one of them give good results?
How much do dod 440's go for, and what are other envelope filter recommendations?

Aside from all the whimsical-ness added by the mutron, it is basically a clean signal with reverb. If you want your own mutron III, you could build the neutron from GEO. Its kind of big, but much cheaper than a real mutron and apparently pretty well done. As far as the two envelope filters approach, it seems like that would work too. I know that Jonny Greenwood ran the signal through the mutron 2 or 3 times to get the sound on the album.

ahhh, i might get a 440 and make another envelope filter which i can alter with an expression pedal then.
Yes!
