Neutron Audio Probe Test

I have this Neutron that is...well.......I guess "blatty".  Voltages to the ICs seem fine.  The audio probe did not give me any concrete ideas on where to go.  I was surprised at the amount of gain or distortion in PIN 1 of U1 when I probed it.  Likewise with PIN 1 of U100 (H11F3).  Does this sound normal?

I'm working from the one from General Guitar Gadgets.  I also purchased the circuit board from GGG.

I feel as though I am sooo close to having this thing work.  I found a short in the trace at one of the H11F3 pins.  I fixed that and it sounds better but the filter effect is VERY subtle.  I'm wondering if the short fried the H11F3?
