fuzz face has too little gain and strange voltages

I built a fuzz face from the tonepad layout with positive ground and it just has no gain. With matched AC128's, these are the voltages I get:

1: E: 0
B: 0.093
C: 0.26

2: E: 0.17
B: 0.27
C: 0.19

From what I understand, these are seriously low values right? What could be causing this?
The battery is fresh and measures 9V.

Ok, it has low gain, but does it sound somehow? Because Q2 seems to be totally saturated (the C voltage being lower than the B)

You need to read "the technology of fuzz face" at www.geofex.com and check the gains and leakage of your transistors. I suppose you will need to tweak the bias resistors to get a good sounding pedal.

How are you measuring the voltages?
With respect to +9V/ground?
If the emitter of Q1 is at 0 V (with respect to 9V), all the others *must* be negative voltages (because they are between 9V and 0V).
Recheck your wiring, then re-check your voltages and post again, describing the circuit, the voltages, and how you measured them.
