having problem debugging 3 effects

hey ppl.

hope some1 can help me out here.  i'm a beginner and built these boards: Tubscreamer, PT80 delay, coloursound supasustain and dod250 distortion.  i checked the first three and ran into some problems.  the tube screamer works when bypassed but goes quite when engaged.  the pt80 works fine.  the sustain works like its bypassed when engaged and gives a distorted gated sound when its not engaged. 

Sustain:
i checked the transistors and 2 seem to be fine with collector more positive than the base and the base more positive than the emitter.  the last to transistors give 0v at the emitter and base but give something like 14-16v at the collevtor.  the power supply is around 18v.

i still have to check the tubescreamer for these voltages though.  the thing with the ts is the wirring diagram i had was for a 3pdt switch and the switch i had was a dpdt.  i found a wirring layout for my switch and wired it according to that.  i think the problem is in the switch wiring and not the board. but maybe i'm wrong. am an absolute beginner.

it'd be great if some expert fx guru on this forum could help me out with the debugging process.  i want to learn.  so if ne1 could just throw me in the right direction or tell me what information i should gather , like voltages n stuff, so i can debug this.  need guidance the first time then i'll learn

i downloaded the project files from general guitar gadets site.  they're named : tube screamer 808, coloursound supasustain, dod 250 distortion.  i made the pcb's using toner transfer method using the layouts given in the project files.  i used the exact parts as given.  some transistors i couldnt find and got the replacements mentioned in the project files. did not use any random replacements on my own judgement. for example if the file said i could use a 2n5088 also i used  it in case i couldnt find the original transistor.
and yes... i am checking the pinout right now

i'll post the voltage readings of the transistors in five minutes

hope this helps, doesnt really make much sense to me.  although the transistors that dont get any voltage in the sustain and the transistor with a base lower than the emitter in the TS seem suspicious.
