What does the GGG power supply do?

Pardon my ignorance but what is this sipposed to do? Is it a "wall wart" AC power supply or something?http://www.indyguitarist.com/torchy/

That power supply allows you to convert 12VAC, most likely from a wall wart, into 9VDC that can be used in a pedal in place of a battery.
