PT-80 Curse!!!

I have been cursed. I will get this to work- with your kind help.
Here's the scenario:
PT-80 never worked.
1. When I built it, (over a year ago now!!) no sound in bypass or engaged.
2. Met Mark Hammer- He suggested that I check shorting Input jacks.
3. Now I have sound bypassed and engaged but no delay
4. Progressive hiss when I turn the delay level pot-I still hear the guitar signal with the effect engaged
5. No audible function of the other two pots

I need help. I have an extra pt2399, NE571compander, and tl072 to aid myself in the testing.
I just don't know where to start.
I've read the posts and I will post voltages if someone would walk me through it.

1. Check the thread on "what to do if it doesn't work".
2. re-read the thread on "what to do if it doesn't work".
3. check the voltage levels after the regulators
4. use an audio probe to find out where the audio is ok and where it isn't

yes, check the voltage after the regulators. At what voltage are you running it? Keep in mind that 570 a 571 will not work low voltages.
