Help with the Analog Delay AD3208 (GGG)?

Hello All,
I have been working hard on this circuit http://www.generalguitargadgets.com/diagrams/ad3208_lo.gif http://www.generalguitargadgets.com/diagrams/ad3208_schematic.pdf and can't seem to get it to work.  I get my dry signal through fine.  However, there is no delay signal coming through.  I've checked to make sure the right components are in the right place with the right orientation.  I have also checked for solder bridges.  I probed through the circuit and get audio all the way up till the first bl3208 (I can adjust the bias and balance trimpots perfectly for this bbd).  I can hear the signal at the input pin of the second bl3208 but get no guitar from the output pins.  I've messed with the balance and bias trimpots but can't get any guitar to go through.  I can only get a little white noise at the output when messing with the bbd2 bias trimpot. 
When I swap the two ic's I get the same scenario-I get output from the first bbd but none from the second.  This proves that the ic is not dead.  Could it be possible that the second bbd socket is bad?  Would the MN3102 stage have anything to do with the bbd 2's functionality?  I am getting power to all ic's.  ANy help would be greatly appreciated!  THanks!
