2n3904 different pinout

Hello, I have a pair of 2n3904 transistors, that have inverted pinout. Like this. Is it normal?

Sure it's not a 3906? Those are PNP BJTs

If you are looking from the top this is an NPN transistor

This is the correct pinout looking form the top!!!

I have a common tester that measures hFE. I have about ten 2n3904, two of them are gray on the flat side. The other are entirely black. When I measure the grey NPN transistors the correct pinout is the one in the first post, but when I measure the hFE of the black 2n3904, I must turn them of 180 degrees so that the pinout is CBE. Is it strange? I have heard that japanese transitors have inverted pinout... Could be this case? ???
