Need help with an EF440

I'm working on a GGG layout (with their board) and I've run into a roadblock. I know my readings are screwed up but I don't know what to do with this information. Maybe someone could enlighten me?

Here's my readings:
Batt.:9.28
1:1.36  should be around 4.3
2:1.13          4.30
3:1.02           4.37
4:0.00
5:4.56
6:4.60
7:4.59
8:9.18


Any help would be greatly appreciated.

Double checked all resistor values (especially R7 and R8?)

Okay I guess I made some progress? Now I get a low volume super distorted sound turned on and off by the Range control. The level pot has no effect. My readings are in tune with the normal.  What could be the problem?
