Anyone built the PT-80 delay from ustomp.com?

I've just built this delay and its not working, just wondering if anyone has successfully built it?  I've checked for solder bridges and swapped all ICs but I still just get dry signal passing straight through.  However, if I touch certain points on the board it comes alive.  I've resoldered the joints that I touched but still nothing.   I just really want to know if this layout has been verified before I go on a massive debugging mission.
