DIY Powersupply with +12v, -12v, +9v, -9v, 5v and variable voltage output ?

i found some decently-well-filtered 24v ac/dc supplies for like three bucks each, so i made several supplies with 12v and 10v regulators, cascaded as mentioned. gives me 12.00v and 9.89v (for that fresh battery sound!)
something is kerffluey if the 12v regulator gives you 12v unloaded but the next regulator stage is not getting the 12v you intend.
depending on how modular you've made it, start swapping out EVERYTHING to see what it couldn't be. check pinouts (i've head similar head-scratchers when trying to wire a 7915 like a 317 or vice versa), stray solder joints, etc. try to build one step at a time: get the 12v working, add the 9v, get them both working, add the next one. while i want to get everything done immediately, i find it much easier to troubleshoot when i've only added a few components since the last time it was working
