EA Tremolo Power Supply Noise

I properly installed a 9v jack on the EA trem I just built.  Running on just a battery, it works fine, blinking LED and good sound.  When plugged into my well-regulated power supply, it BUZZES LOUDLY, and the LED stops blinking.  Im sure its negative ground and wired correctly.  Any suggestions?  Is there maybe a cap that needs to be added somewhere?

I see an old post where someonw addresses this

"Any problems with supply noise (for those using wall-warts), just wire up a large value cap from the 100k's wiper to ground.  To be on the safe side use 22u or bigger."

Now there are two 100k pots, a volume and a rate.  I attached it to the rate, across lugs 2 and 1.  It seemed to cure the problem, still a little noise.  These lugs are already jumpered, should I remove this jumper and only let the signal flow through the cap?

It might of been a reply to my post.  Just search for Stratoblaster.  Though I think the problem might be a bit different??
