cracked/frostlike paint?

hello! im painting my second and third enclosures ever. im using rustoleum sandable primer and rustoleum paint. i put the primer on last night and let it dry for about 18 hours. i wet sanded (but just a little) and then let that sit for about a half hour. i then applied three coats of the paint about 8 minutes apart each. the two enclosure bottoms and one of the enclosures are all fine, however, the paint on one enclosure looks cracked; except the "cracks" puff up. it looks somewhat like frost on a car window. theyre in my basement, which is about 60 degrees, and aside from only letting the primer set 18 hours before sanding (as opposed to 24) ive followed all the directions on the can exactly. would anyone know what might cause this? if my description is lacking i can try to provide a picture or two.

Whenever I've had problems with something I've painted it's been cold and/or rainy out. 60 deg. sounds a little cold and the paint may not have dried properly before you put on the next coat. I don't really like to paint if it's much below 70. If you do an internet search you probably can find something about common painting problems and the causes, especially on sites about painting cars. You can buy yourself a cheap toaster oven (at a thrift shop maybe) and dry the boxes in there on the lowest setting as well. Also, use light coats rather than heavy, and it's a good idea to let it dry thouroughly between coats.

Humidity is generally high in basements - whenever I turn on the de-humidifier, I get a full tank in short time.
