Stray DC voltage question

can a transistor pass DC from C to E??  I have some stray DC (7.5v) to ground in my Highway 89 build that I'm trying to track down, and it seems that all the caps are good, so can it be being passed through a bad 5089?? Noob question   It seems to enter around Q2 and continue thru the circuit.

Yes.  They are DC devices.  Caps are really the only thing around that does not pass DC (hopefully).
