I built this several years ago. I brought it out every few months to see if I could figure out what I did wrong. I just finished swapping the three connections from the revised schematic and now it works.

I would apply a 'divide and conquer' approach. Looking at the circuit in the link posted earlier, if you pull out the transistor to the right of the output, then you should get an unmodulated signal through (ok, some filtering, but nothing wacky).
If you don't, then there is a problem on the left hand side of the circuit. And that part of the circuit looks fine to me, as drawn.

I built one a while ago and it doesn't seem to do anything other than alter the tone of the signal. The pots do have some effect but minimal. This is in my bag of go back tos so if I can find it I'll get back to you with what transistors I used and the stripboard layout I used if I can find it.
