Another NeoVibe bug: Q6 & 7

Hi, I've searched for a while and not come up with a similar problem posted:

It's a stock NeoVibe on a GGG board; here's the problem area:

Q6
C-14.8 V
B-.7
E-.36

Q7
C-14.8
B-.36
E-0 

The similar sections (Q4&5, 8&9) read normal, 14.8 is coming from the 7815.

C9, C10, R19, R21, R23 seem to be OK; I changed C9 & C10 & checked the resistors.

Q6&7 were replaced; no change.
