Best Multimeter, Oscilloscope, ESR meter?

The usual problem with wide open questions...  Said brands can be considered "best" in terms of the quality of the products, reliability of the measurements you'll get, and the like, but they are expen$ive and likely to be overkill for DIY purposes.

To illustrate the reliability concept:  when I worked for a company where we built AM/MW solid state transmitters (up to 100kW) only Fluke testers allowed measurements near a running TX; other brand meters just showed a blank screen due to RF interference.

As for a tester or DVM, some chinese brands have pretty decent products at affordable prices.  I got a DVM that even measures capacitors and transistors for around 35 USD.  It has served me pretty well for DIY.  A similar Fluke device would cost here around 200 USD.

Regarding oscilloscopes, probably the best deal for DIY is to find a working used/refurbished unit.
