What happens if I feed my pedals 14.3 volts? How about 9.7v?

  They either work or you exceed a voltage rating on component[s.
  Bias might need adjusted, 9.7v measured is probably fine, if it works @9v, the next biggest common Vrating is 10v, and your caps are probably 16v or more? Check...data sheets on actives [most run up at >18v with no problem], resistors are probably overrated for any <30v stuff.
  Many circuits don't really benefit from increased supply V.
