GGG boutique bender bias befuddlement

Hi

  Wondering if anyone might be able to point me to what's causing the strange bias in Q3 of my tonebender...

1)pedal seems to sound pretty decent. No glaring problems but when I try to set the bias of the 3rd transistor with the trimpot and I can't get the collector anywhere near the recommended -4.5 volts.
2)the circuit is the General Guitar Gadgets Boutique 3 knob tonebender

4)No mods have been made to the circuit
5) all values are consistent with the schem, no substitutions have been made
6) positive ground circuit
7)battery measure -9.43
Q1
C = -2.88v
B = -1.75v
E = -1.69v

Q2
C= -2.85v
B= -1.69v
E= -1.61v

Q3
C= - 170mv  (when the trimpot is turned the other way I get -107mv on the collector and -81mv on the Base)
B= - 79mv
E= 0v

Diode
A= -77mv
K= 0v

Electros both read out fine. I replaced the trimpot, the 22uf electro, and the diode so far looking for fixes with no changes.
any ideas?

try strumming a chord will you bias it? my guess is that you want to bias it while it is in use.

+1 on that also where is the "dirt" pot set that will make a difference surely try moving that

  I see, so the pedal must be working fine. Thanks guys. I'll probably play my ipod through it and see if I can adjust the bias with that. I was confused since my two knob tonebender can be biased without sending anything through it. Just set it around -4.5 then move it around till it sounds good.
  Any way to tell what pedals need signal going through them to set their bias? Fuzz faces don't, Rangmaster's don't...
