Power Problem

I am (still) working on a Scrambler from the GGG layout. My problem is when I test board ground to where the plus goes to the board I don't get any volts. If I put the black lead to the battery ground I get 9.7v. I get 0v again if i go from board ground to battery plus. A ground problem? What do I look for? Any help is appreciated.

Have you tried a simple continuity (resistance/ohms) test from the board ground to the - battery connection? It seems that the issue is that the battery - terminal isn't connecting to ground in your circuit.
