Pin Voltage for IBANEZ 301 Flager

I had build IBANEZ 301 FLAGER with tonepad layout.
I fail to get any flanging sound....
May i have the pin voltage if anyone has?

One other question is, i know one of the preset is a voltage divider to get 6V. How should i set the other 2?
