Simple Neovibe Question

I'm finally getting around to the mostly finished Neovibe I built a few months ago and have a question about setting the bulb voltage.

Does everything need to be wired up (pots, switches, etc.) to set the light's brightness or can that be done with just power going into it?

Of course everything will eventually be wired in, but I don't even have an enclosure layout figured out for it yet.
I'd like to at least get the light shield on and be done with that part.
