I'm considering building a Tarpit Meltdown by Joe Gagan. However I have two questions, 1) can the circuit be build with NPN transistors instead of PNP's, 2) what transistor is Q2?

 1) can the circuit be build with NPN transistors instead of PNP's,
I don't see why not, but I'm not looking at a schematic either...
Starting with a PNP Schematic, reverse all polarization markings...caps, diodes, and power supply...each get their lead points reversed, use NPN transistors, it should work.

what transistor is Q2? don't remember for sure, after Q1/before output, Ge?, socket suggested.
Convention creates following, following creates convention.

i never tried an npn version, but germanium is a big part of the sound (Q2).

i listed B22 as Q2 but any good high gain low leakage PNP ge will sound great in there.

if you have  a good npn ge tranny then an NPN version would probably work, following pete's suggestion's above. it really is a great versatile heavy fuzz.

the 3rd version is the best

good luck , and let us know how it progresses!
my life is a tribute to the the great men and women who held this country together when the world was in trouble. my debt cannot be repaid, but i will do my best.
