How to measure output

I tried to use a meter to measure the output of my Tonepad TS808 but I could only get it to read 0.3v with the volume all the way up.  I'm curious about it because I like to build a preamp for a SS chip amp.  I was under the impression that a stomp box was a fairly simple preamp of sorts.  Do I need an oscilloscope? Thanks for any help, john

that seems too low.
Check the AC volatage on pins 1 and 7 of the chip (ie the output pins of the two op-amps).

Pin 1 should be about 1.0 to 1.4V and pin 7 should be.... ? about the same ?

I guess that I was going about it all wrong.  I measured it on the plug. :o  Live and learn

Alright, now I feel like a complete dufus.  How do you measure AC on one pin.  If I check it to ground I get 8.8 volts.  Sorry for the beginner questions.  I looked at the degging page but it mainly goes over trannies and how to check to make sure that you have 9v DC.
