A bass player friend of mine asked me if I could build him a bass preamp pedal, something along the lines of what he saw from Aguilar at GC the other day.  I haven't seen this, but apparently, it's a pedal, and has EQ of some sort, along with being a boost.

What would a guy look at, circuit-wise, to build something along this line?

Look at some of the links in the links above and GOOGLE and ASK etc use the search at this site.
There are a few circuit on the web.  Also google things like stingray preamps, active bass circuits.

That said I do not "understand" active bass (output R and headroom with 9V).   Passive seems to sound better to me and if I wanted an boost EQ I would place it in a box on the floor.

One thing you could try is the Sansamp Bass Driver (see this topic: http://www.diystompboxes.com/smfforum/index.php?topic=59525.0)
A very interesting and always usable bass sound, great for recording, gigs, etc.
Completed Projects: Gus Smalley Booster, Modded Russian Big Muff, Orange Squeezer, BYOC Vibrato, Phase 90

Yeesh...that's way more involved than I was hoping for.  How about a simple boost of some sort?  He's looking for more bottom end punch.
